Parking Citations
The Parking Citation Program at San Bernardino International Airport has been implemented to maintain safety, order, and efficient traffic flow, especially in areas that experience high volumes of vehicles and pedestrians.

How to Correct CVC 5200, 5204 and 22507.08 Violations
- CVC 5200 – No Front / Rear License Plate
The State of California requires two license plates (front and rear). To reduce the bail amount, submit a photo of the front and rear license plate, properly mounted to the vehicle, not more than 60 inches from the ground.
CVC 5204 – Failure to Display Current Registgration Tab
To reduce the bail amount, provide a copy of the vehicle registration and photo of the real license plate, properly mounted to the vehicle, displaying the month and current year.- CVC 22507.8 – Disabled Person Parking/Blocking
To reduce the bail amount, the following copies are required: vehicle registration, disabled placard identification receipt, a driver’s license or identification from the registered owner of the vehicle AND the disabled placard owner.

Contest a Parking Citation
Parking citations may be contested up to 21 days from the date the citation is issued, or 14 days from the mailing of the delinquent parking notice to submit an initial review request.
1. Administrative Review
- Write a statement as to why you believe the parking citation was issued in error.
- Include any supportive documentation (e.g. pictures or diagrams) to support your statement.
- Please reference the citation number
- A written response will be mailed to you rendering a decision. The response is then mailed to you within 2 – 3 weeks.

2. Administrative Hearing
If you are dissatisfied with the results of the Administrative Review, you may further contest the citation by requesting an Administrative Hearing.
- An Administrative Hearing must be requested within 21 days of the date the decision was reached on your Administrative Review response.
- State Law requires all fines due on the citation must be paid in advance before you can request an Administrative Hearing.
- A waiver of penalty deposit may be granted upon satisfactory proof of inability to pay.
- If you fail to request the Administrative Hearing within the time allotted, no further action can be taken to contest the parking citation.
A representative will schedule a hearing date and time for you. You may choose to have your Administrative Hearing held either in-person, or in writing, through a written declaration. If you are unable to attend an in-person Administrative Hearing, you may submit a Written Declaration and request that the Hearing Officer render a decision based on the statement you submitted.

3. Appealing the Adminstrative Hearing through the San Bernardino Superior Court
If you are not satisfied with Administrative Hearing Officer’s decision, you may further contest the parking citation by appeal through the San Bernardino Superior Court.
All appeals must be requested within 30 days of the Hearing Officer’s decision.
Results from both the Administrative Review and the Administrative Hearing must obtained before appealing to the San Bernardino Superior Court.
File for an Appeal
- You must do so in person at the Superior Court of California.
- If your appeal is granted the San Bernardino Superior Court will obtain your case file from the Airport Authority and will schedule your appeal.
- The case file will be used by the presiding judge at the San Bernardino Superior Court to render on a decision on your parking citation.

Fees
- A $25.00 filing fee must be submitted to the court for each citation that you are appealing.
Results
- If the Judge presiding over your case renders a decision to dismiss your citation, the $25 filing fee along with your parking fine will be refunded to you.
